Until 2003, The Puerto Rico State Emergency Management Agency (PRSEMA) did not have an efficient data and coordinating tool for its operations. 
All data was collected hard copy and then input into the system as independent files which were not correlated among each other. Report generation during an emergency was done by receiving information via fax, telephone or radio communications and then converted into written reports.
PRSEMA recognized the need for a management and data sharing system and started the process of studying existing solutions. The solution selected needed to provide effective data collection and management, asset management and data sharing solutions. An important factor was the integration of all existing internal and external systems into one.
